In its government-requested report, the commission recommended federal, provincial and territorial governments adopt legislation affirming gun ownership is a conditional privilege.

Turning the Tide Together called for banning magazines with more than five rounds.

It recommended additional licences to buy ammunition and to buy a magazine.

The report said the federal government should restrict possession of ammunition to a gun owner’s specific licensed weapon and outlaw “stockpiling of ammunition by individuals”.

“The federal government should take steps to rapidly reduce the number of prohibited semi-automatic firearms in circulation in Canada,” it said.

The report emphasised the safety of women domestic violence survivors was put at risk by guns and ammunition in the home.
